Dispute Resolution

The Public Employee Relations Board (PERB) is an impartial, quasi-judicial, independent agency that resolves labor-management disputes between agencies of the District government and labor organizations representing agency employees. The Board operates under the District of Columbia Comprehensive Merit Personnel Act (CMPA) and according to the PERB Rules. The Board accepts pleadings under the following categories:

  • Bargaining Unit Representation:
    • Compensation bargaining unit determination [Section 503]
    • Non-compensation bargaining unit determination [Section 502]
    • Compensation or non-compensation bargaining unit modification [Section 504]
    • Certification and de-certification of labor organizations as exclusive bargaining representatives [Section 505]
    • Elections for determining bargaining unit representation [Section 510, 511, 512, 513, 514, 515, 516]
  • Unfair Labor Practice Complaints [Section 520]
  • Grievance Arbitration Award Appeals [Section 538]
  • Standards of Conduct Complaints [Section 544]
  • Scope of Bargaining Negotiability Appeals [Section 532]
  • Impasse Resolution:
    • Impasse resolution in compensation negotiations [Section 526]
    • Impasse resolution in non-compensation negotiations [Section 527]
